Project - CEDAP

CEDAP: Technology Transfer for Law Enforcement Agencies

Lafayette Group provides program management and outreach services for the Commercial Equipment Direct Assistance Program (CEDAP), operated by the National Preparedness Directorate in response to a Congressional mandate. The program enables emergency responder agencies to acquire specialized commercial equipment through a direct transfer program. The application process is simple, so smaller jurisdictions and eligible metropolitan areas can acquire much needed equipment, such as detection and sensor devices, law enforcement information sharing software, and communications interoperability systems. top

Operational Law Enforcement Concept
Sharing and Experimentation Program

Under the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, Lafayette Group works closely with the Combating Terrorism Technology Support Office’s Irregular Warfare Support Program to identify law enforcement methodologies and technology applications to fulfill Department of Defense operational user requirements. Partnered with and supporting the Pinellas County Sheriff’s Office, Lafayette Group is conducting various operational analysis in areas including Intelligence Analysis and Collection, Detainee Operations, and Sensitive Site Exploitation. Lafayette Group is also assisting with deploying, testing, and evaluating technologies in a law enforcement test bed in order to conduct technical analysis and further define operational user requirements. top

Campus Security Initiative

The Major Cities Chiefs (MCC) Association has been awarded a grant from the Bureau of Justice Assistance (BJA) at the U.S. Department of Justice (DOJ) for a Campus Security Initiative. The Campus Security Initiative helps law enforcement be better prepared to work with their college law enforcement counter-parts in the major cities. MCC is creating model polices for the major city police departments to use as guidelines for campus security policies. MCC is conducting a survey of applicable police departments, collecting existing policies, and holding meetings for members of MCC and campus chiefs to collaborate with each other. Emphasis will be on coordination and planning for incidents. Lafayette Group provides program management for the project including drafting the guidelines, meeting logistics and coordination between MCC and BJA. top

Fusion Process Technical Assistance:
Local and Regional Intelligence Fusion Centers

Lafayette Group manages a program of technical assistance to local agencies that wish to establish an intelligence fusion center. Building on tested models and best practices, Lafayette Group assists State and local agencies develop all-hazard and all-crimes fusion centers. These centers fuse and analyze information from multiple sources, providing tactical and strategic information and intelligence products to incident commanders and key decision makers. Lafayette Group helps agencies develop and refine operations in order to reach key stakeholders, including public and private entities.. top

ICTAP

To implement local interoperability plans, Lafayette Group has supported major urban areas by providing technical assistance, training, and agency support. The Interoperable Communications Technical Assistance Program (ICTAP) provides free technical assistance to enhance interoperable communications among Federal, State, and local emergency responders and public safety officials in cities and States that have received grants from the Department of Homeland Security, Office of Grants and Training (G&T) Preparedness Directorate. top

   

Project - Terrorist Threat Guidelines

Terrorist Threat Guidelines

Lafayette Group collaborated with the Major Cities Chiefs Association and the Major County Sheriff’s Association to develop and publish the Terrorist Threat Guidelines, a compendium of standard operating policies for joint use by every major law enforcement agency. Through these uniform policies, the law enforcement community seeks to strengthen preparedness, prevention, protection, and response to terrorism. The three operational areas covered by the guidelines provide specific policies for communications (intergovernmental relations, coordination with public officials, and working with the general public); critical infrastructure protection (protecting critical infrastructure, high profile targets, and key national assets); and intelligence (intelligence collection, investigation, and interdiction). top

   

Biometric Counterterrorism Activites Program

Lafayette Group provides direct program and project management support to a DoD counterterrorism activities program. This program is designed to create a partnership of Federal, State, and local agencies supported by the most advanced and specialized facial recognition biometric tools produced to date. The partnership will enhance the ability of agencies to share information, vet suspicious individuals against a wider database repository, and develop a database easily accessible by each level of government.. top

National Terrorism Policy Center: New Approaches to the Threat of Terrorism

The National Terrorism Policy Center was established by Congress to foster a dialogue about new approaches to the threat of terrorism. The Center provides funding for projects to strengthen the efforts by State and local law enforcement agencies to protect the American people from both domestic and international terrorism. With funding from the Center, Lafayette Group supported Chiefs of Police and Sheriffs from the Nation’s major metropolitan areas to join together and establish recommended operational guidelines for law enforcement agencies. An unprecedented effort, these guidelines represent the unity of purpose and common commitment by law enforcement agencies to protect the public they serve. top

   

PM-ISE: Program Manager for the Information Sharing Environment

Lafayette Group supports the Program Manager for the Information Sharing Environment (PM-ISE) in standardizing the collection, processing and sharing of Suspicious Activity Reports (SARs) between Federal, State, and local law enforcement. Lafayette Group assists the PM-ISE with development of national policy and facilitates the implementation of a national SAR program at State and local law enforcement agencies and fusion centers. top
