Policy Analysis and Research

Lafayette Group has conducted studies and prepared investigatory reports for Federal, State, and local agencies. These projects have included strategic information system plans and analysis of communications needs. Examples of Lafayette Group´s research projects include a communications study for the City of Birmingham, an investigation of less-than-lethal weapons for the National Institute of Justice, a study of best practices for the Community Relations Service, a strategic plan for the New Jersey State Police, and a report on telephonic surveillance for the FBI. These reports have been published by government agencies and utilized to direct policy and introduce reforms in technology and management of law enforcement agencies.

Program Management

Lafayette Group provides senior program managers to support government agencies with major national initiatives. These efforts include the national homeland security information system; communications interoperability; emergency equipment for first responders; development of local intelligence fusion centers; and technology transfer for local police and sheriffs.

Areas of Specialization

Technologies for Law Enforcement and National Security

Lafayette Group works for the U.S. Department of Homeland Security and other Federal agencies to manage and support programs with multiple State and local law enforcement agencies. Lafayette Group staff members are assigned to provide technical assistance and services including communications intercepts and surveillance technology.

Lafayette Group personnel are selected by Government agencies for their highly specialized skills and past experience in surveillance and intercept systems, intelligence operations, emergency communications, criminal justice information systems, and technical writing.

Lafayette Group continues to have staff and personnel assigned to work on-site at DHS headquarters and at other agencies to provide technical support for law enforcement and national security operations.

Interoperability

As site managers for the U.S. Department of Homeland Security's Interoperable Communications Technical Assistance Program (ICTAP), Lafayette Group personnel currently provide on-site assistance to over thirty-five of the Nation's largest urban areas. Working with DHS, Lafayette Group provides program management support in Washington, as well as working directly with the first responders and decision makers in the urban areas to provide support for strategic planning, RFP development, tabletop exercises, and technical review efforts.

Biometric Identification Systems

Beginning with support for Federal Government R&D projects in the mid-1990s, Lafayette Group has developed and implemented facial biometric identification systems for law enforcement. Since that time, Lafayette Group has worked for Federal, State, and local agencies to implement facial recognition projects and provided training on the use of these systems. Communications Engineering

Since 1998, Lafayette Group employed trained personnel to monitor and transcribe lawful communications intercepts for the Federal Government and designated High Intensity Drug Trafficking Areas (HIDTA).

Emergency Response Systems

Lafayette Group has supported a number of State and local law enforcement initiatives to implement law enforcement technology. Policy support has ranged from 3-1-1 non-emergency communications systems to user documentation for Mobile Data Terminals to the development of a technology roadmap for a major State Police Agency.

Intelligence

Lafayette Group managed the National Terrorism Early Warning Group (TEW)) Expansion Technical Assistance program, a joint U.S. Department of Homeland Security and Los Angeles County Sheriff’s Department initiative. The National TEW Expansion Technical Assistance program facilitated by the National TEW Resource Center in Los Angeles, assisted State and local agencies to understand and apply the TEW concept. Based on the recognition that regional and local agencies are producers, as well as users, of intelligence, the TEW concept provided a model for multi-agency and multi-disciplinary (i.e. law, fire, health) intelligence fusion centers with all-hazard, all-crime capabilities. Lafayette Group managed the national deployment of technical assistance (e.g. orientations, workshops, site visits) to local, regional and state agencies. Lafayette also documented and disseminated best practices and lessons learned, such as resource books, case studies, resource CDs, and informational material.

Information Sharing

Lafayette Group provided training and supported the implementation of the Homeland Security Information Network (HSIN). Operated by the U.S. Department of Homeland Security (DHS), HSIN is a Web-based communications system that provides real-time, secure connectivity and interoperability between the DHS Homeland Security Operations Center (HSOC), the National Response Coordination Center (NRCC), and Federal, State, local, and tribal organizations.
