IWS Executive Session and Technical Workshop Held in Arlington, VA
Under the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict and Interdependent Capabilities, Lafayette Group continues to provide support to the Irregular Warfare Support Program and Technology Support Working Group within the Department of Defense’s (DoD) Combating Terrorism Technology Support Office.  Lafayette Group facilitated an Executive Session and Technical Workshop for Federal, State, and local members of the law enforcement community to share lessons learned and best practices with DoD officials.  The session focused on technologies and program methodologies that can assist DoD participants in the areas of counterterrorism and counterinsurgency.  In coming months, the Executive Session will assist in establishing a framework to share technology and program methodologies between these communities and leverage products from research and development activities within the law enforcement community—specifically in the areas of intelligence, detainee operations, community engagement, policing methodologies, identity management and biometrics, and tactical sight exploitation.


Special Operations Command Biometrics
Lafayette Group is supporting an initiative between elements of the Special Operations Command and the law enforcement community in the area of long range facial recognition test and evaluation.  This project will provide important test results in the use of facial recognition at a distance with the latest commercial algorithms available in the biometrics industry.  It will also assist in the development of expeditionary capabilities to support law enforcement and military operations.


Facial Recognition for Operational Law Enforcement Counter-Terrorism Activities
Lafayette Group is implementing the final phases of the development of an expanded facial recognition data sharing partnership between Federal, State, and local agencies.  A partnership of 20 agencies with a database capacity of 10 million images enrolled in one of the latest facial recognition algorithms available in the biometrics industry has been created through the initiative.  Facial recognition applications have been expanded into the corrections, patrol, and investigative divisions; this includes the deployment of 180 mobile facial recognition applications throughout one of Florida’s Regional Domestic Security Task Forces.  To date, over 400 successful arrests have resulted from the project.


Campus Security Initiative Survey
This spring, the Lafayette Group conducted a survey of major city and campus law enforcement agencies for the Major Cities Chiefs Association Campus Security Initiative.  The purpose of this survey was to gather information on the formal and informal relationships existing between local law enforcement and their campus law enforcement counterparts.  Lafayette Group staff designed the survey and was responsible for fielding the survey to several hundred local and campus law enforcement agencies.  The results of this extensive project were compiled and analyzed.


Policy Development Meeting Lays Basis for Campus Security Guidelines
In May 2008, the Campus Security Initiative held a Policy Development Meeting to analyze the results of the Campus Security Initiative Survey. Chiefs and command staff from both major city police departments and campus public safety departments participated in the workshops.  Presentations were made by Lafayette Group staff as well as law enforcement executives on best practices in local campus security.  Lafayette Group also managed all logistical aspects of the meeting, including travel arrangements and developing the meeting agenda.  On-site support was provided by Lafayette Group staff during the meeting, as well as facilitation of discussions during the breakout sessions.  These breakout sessions developed recommended policies based on survey results and best practices which serve as the basis of the Campus Security Guidelines.  Lafayette Group is currently drafting the final version of the Campus Security Guidelines for release in the fall of 2008.


CEDAP Regional Training Conferences
Lafayette Group staff provided support for the two Commercial Equipment Direct Assistance Program (CEDAP) training conferences in Chicago, IL and Raleigh, NC; this completed the 2007 equipment awards and deliveries. During the sessions, Lafayette Group documented the training through video and still photography.  The video and photographs were used to develop a CD/DVD about CEDAP and support CEDAP outreach efforts.  Lafayette Group conducted “on camera” interviews and facilitated group discussions with award winners to gage the impact CEDAP has made on smaller departments and agencies.  A training survey was distributed to nearly 1200 CEDAP recipients and Lafayette Group compiled the results into a comprehensive document.  Subject Matter Experts from Lafayette Group trained more than 50 first responders on interoperable communications policies and procedures to increase their skills and knowledge about the Incident Commander’s Radio Interface (ICRI).  This provided technical assistance was required before the responders could receive their equipment.  Also provided by Lafayette Group staff were talking points and remarks for several visiting VIPs to each training sessions.

NSA Annual Conference and Exhibition

Lafayette Group supported CEDAP at the National Sheriff’s Association (NSA) Annual Conference and Exhibition in Indianapolis, IN by displaying and staffing the booth, demonstrating several equipment items available through CEDAP and arranging a CEDAP seminar to educate sheriffs about CEDAP and the technologies available.  Lafayette Group handled all logistics from securing booth exhibition space to shipping and displaying the program’s equipment.


Lafayette Group Produces CEDAP Catalog
Lafayette Group staff members prepared all the publications and equipment catalog for the CEDAP application period.  The catalog was the product of the equipment solicitations managed by Lafayette Group on behalf of the CEDAP program.  The solicitations narrowed down more than one hundred separate proposals to a product catalog of 17 items for emergency responders. 


Upcoming Events

CEDAP to Display Booth at IACP Conference

Lafayette Group is making plans to support CEDAP at the IACP conference later this fall in San Diego, CA.  There, police will be able to learn about CEDAP, visit the CEDAP booth, and see the technologies available through the program.
